Yes: people on this team were building LegalTech products before the Windows most of us remember — on DOS and in the toolchain many Russian developers used at the time.
Work in Clarion, among other things, was underway before 1995. Sadly, we no longer have a full set of screenshots or installable copies of those programs in a form that would recreate “exactly how it looked”.
